Permanent labor certification (PERM) is a process by which a U.S. employer can obtain a certification from the U.S. Department of Labor (DOL) that there are not enough qualified U.S. workers available to fill a particular job opportunity. If the DOL certifies the job, the employer can then petition the U.S. Citizenship and Immigration Services (USCIS) for a green card for the foreign worker.

- In an occupation that is listed on the DOL’s Occupational Outlook Handbook (OOH)
